A Mayor's function is to preside over the meetings of the Council, which deals with issues related to public works, education, health, taxation, finance etc. The Municipal Commissioner, on the other hand, implements the decisions taken by the council and its standing committees.
While a mayor is elected to serve as the titular head of a municipal corporation, a municipal commissioner is appointed by the state government from the Indian Administrative Service and mostly from State Civil Services to head the administrative staff of the municipal corporation, implement the decisions.
MLA is the head of one constituency almost head of one taluk, has more power than mayor. But everything depend on the ruling party and the party in power in municipality. If both same MLA is greater than commissioner, if not vice versa.
