Coming together federations are federations formed when different independents states decide to join up and form one country in a move that boosts up their security. In coming together federations, the individual states share equal power.
In holding together federations, a single country decides to divide power between its central government and the various states that constitute it. In this kind of federation, the central government has more power than the individual states.
