cumulative effect postpones all future increments. Non cumulative effect ensures that after stated period, the normal pay will be given as if there was never stoppage of increment. Suppose that an employee is getting Rs. 10,000/ with Rs. 200/ as annual increment. If his one increment is topped on 1-1-2009, he will not get an increment on 1-1-2009, but on 1-1-2010, he will get two increments instead of one. On the other hand, in cumulative effect, he will get only one increment on 1-1-2010 so that he will be a loser by one increment throughout his career.
