decomposers are the microorganisms that decay and act upon the dead matter to convert it into simpler substances while the scavengers are those organisms that eat the dead matter but don't decompose them....

decomposes are mainly micro organisms but scavengers are small carnivores who usually can't hunt by themselves
the main difference between the both is that the decomposers make the remains of the dead animal to get decomposed or convert into soil whereas scavengers eat the remains of dead animals that are killed usually by other animals.
