Decomposition:
It is a term related to ecology mostly in stricter sense. Here the small organisms decompose (break the big polymers into smaller one) in order to get their required energy for growth and development. Seeing this process through biochemical view point might involve different sets of enzymes to complete this process. Like for example if the decomposer has to get its energy from plant then they need to have cellulase enzyme. Further, set of decomposers in different environment can vary and include bacteria, small unicelluar organisms like mollicutes, protozoan, nematodes some annelids etc.
Fermentation is a process where microorganisms particularly yeast types are involve where they get their energy from the organic source. Enzymes require to facilitate this process may vary from those involve in decomposition and the substrate is also restricted to certain types only.
I was so dissatisfied with the other two answers I decided to answer this question myself:
Fermentation is a metabolic process that converts sugar to acids, gases, or alcohol. It occurs in yeast and bacteria, and also in oxygen-starved muscle cells, as in the case of lactic acid fermentation.
