Discern is just to notice something. To distinguish is perhaps to discern differences.
Discern - means to notice, but is rarely used in that form unless in very formal setting. 'Discernible' is more common, eg. 'He had a discernible accent.'
Distinguish - means to mark the difference/s between one thing and another/others. Eg. I can distinguish Emily from her twin sister because Emily has shorter hair.

Discern:To detect with the senses, especially with the eyes.
Distinguish:To see someone or something as different from others.
