Explanation:

It's down to the size of the droplets. If the water droplets are smaller than 0.5mm it's known as drizzle; 0.5mm or bigger and it becomesrain. ... Light hail has an intensity of less than 0.5mm per hour, moderaterain is between 0.5 and 4mm per hour and heavy hail is more than 4mm per hour.

Drizzle - Drizzle is a light liquid precipitation consisting of liquid water drops smaller than those of rain – generally smaller than 0.5 mm (0.02 in) in diameter.Drizzle is normally produced by low stratiform clouds and stratocumulus clouds. Precipitation rates from drizzle are on the order of a millimetre (0.04 in) per day or less at the ground. Owing to the small size of drizzle drops, under many circumstances drizzle largely evaporates before reaching the surface and so may be undetected by observers on the ground. The METAR code for drizzle is DZ and for freezing drizzle is FZDZ.

Hail - Hail is a form of solid precipitation. It is distinct from ice pellets, though the two are often confused. It consists of balls or irregular lumps of ice, each of which is called a hailstone. Ice pellets fall generally in cold weather while hail growth is greatly inhibited during cold surface temperatures.
