Resistance usually refers to the resistance of 1 element. For example, if there are 2 resistors in series, one with 1Ω and the other with 2Ω resistance, then the resistance of the first resistor is 1Ω. However, if you had a huge and complicated circuit with many resistors, then the effective resistance is the total resistance of the circuit. Effective resistance is usually measured between 2 points.
