Communism is a material/economic form of egalitarianism. Egalitarianism can take more forms than just economic. There are moral, economic (of course), legal, social, racial, etc forms of egalitarianism.
What differentiates a communist society from an egalitarian one is purely how the idea is applied. In Cuba, you have a central governing body which dictates everything which was put in place by a minority of people who wished for power. This is actually a breakdown of communism because the central body is viewed as superior due its ability to legislate to everyone without consent.
