Explanation:

Encoder circuit basically converts the applied information signal into a coded digital bit stream. Decoder performs reverse operation and recovers the original information signal from the coded bits. In case of encoder, the applied signal is the active signal input. Decoder accepts coded binary data as its input.

in 4-2 encoder, if we give 4 inputs it produces only 2 outputs.

Decoder:-

A decoder is a circuit which has n inputs and 2n outputs, and outputs 1 on the wire corresponding to the binary number represented by the inputs.

Example:-

a 2-4 decoder might be drawn like this: and its truth table (again, really four truth tables, one for each output) is: i1. i0.
