Federalism means allocation of powers between the Center and States. India is considered as a Union of States because our Constitution allocates powers to both center and states with more powers to the center. In historical terms, India after independence was not formed by different states coming together and establishing Republic of India. Rather, India was granted independence and then the states were given a choice to  join India. Therefore, the structure was formed in a top to bottom manner. However, in the case of the US, thirteen colonies came together voluntarily to establish a Union and form the United States of America.
