ln federal government there are two or more tiers of govt.
ln unitary govt also there are two or more tiers.
ln federal govt sub units are not subordinates to the central govt.
ln unitary govt sub units are subordinate to the central govt.
ln federal govt the govt cannot pass any orders to the sub units.
ln unitary govt they can pass order.
But both govt are separately answerable to the people.
