A (conventional) 'fuel' has stored energy which is released in the form of heat when the fuel burns; that is, the exothermic reaction known as 'combustion' takes place. But electrical energy, solar energy, wind energy, hydraulic power . et cetera .are sources of energy which are not fuels.
