The Government of India Act of 1935 is just a set of Administrative Laws, whereas the Constitution of India is the Supreme Law of India. The Constitution defines the structure of the Nation, Describes the various components of it, Specifies the Offices to administer it, outlines the qualifications and mode of appointment of its Officers and Sets forth the protocols for interaction between the components.

However, most of the principles in the Government of India Act is included in the Constitution as well.
