In simple terms, governance is the act of governing. This act is performed by a governing body. For a nation/state that body is generally Parliament/Senate. In the corporate sector, we often hear the term corporate governance and the Board.

So, what is governance all about? Governance is the creation of laws, policies that shape a nation/sector through debate and discussion. In the Parliament, legislature enacts laws through debate and careful deliberation, executive makes policies for different sectors. That again is debated and made more effective. In private sector, the Board members decide strategy/directions to propel the organisation forward.

Administration is concerned with the implementation of the products of governance. While governance institutions frame laws and policies, it is the administrative institution that implements them. In a private company the manager are the administrators who are accountable to the Board. Public administration, in particular, deals with implementation of government policies.

So, for example, regarding taxation policy what changes to be made in the Income Tax Act and related laws to make taxation more progressive/effective is one area of governance. Income Tax officers are the public administrators who put those laws/regulations to practice.

Another example, governance concerns itself with rural development strategy and governance institutions are created for the same, e.g. Panchayati raj in India. While the public administration ensures the implementation of that strategy. Say, Gram panchayat decides to lease particular mining land for a specified rate of royalty. It is then the responsibility of district administration that the land is used for specified purpose and royalty is collected as decided.
