Any regulated power supply for RF work basically does what all power supplies do: provide a consistent flow of electrons, plus it may have some circuit elements to reduce the effect of RF conducted back into the control electronics.

A klystron typically needs very high voltages for operation, and these voltages must be reasonably well regulated, especially if it is used in a particle accelerator where you want to have good tolerances to ensure reasonably precise control over beam parameters. Anyway, it has functionality that is in a normal regulated supply, but handles high voltages.
