Domestic bank are home banks that's which are opened and operated by Indians and headquartered in India.Foreign banks are the banks which have the head quarter outside the country but they have banking business in India.For example SBI is an Indian bank so it is called domestic bank and CITY bank headquartered in USA so it is a foreign bank in India. In USA city bank is its domestic bank and SBI is foreign bank for USA.
