Generally, an "industry" is more high level than a "sector". For instance, "oil & gas" is an industry comprised of sectors or sub-sectors: upstream / E&P (exploration & production), downstream (refiners) and midstream (transport), as well as services & equipment. Another example would be financial services industry which includes the following sectors: universal banks (full service), pure-play commercial banks, specialty finance (AMEX), savings & loans, community banks, etc.
