Initial velocity is the velocity, with which the body had started.
Final velocity is the velocity , with which , the body ends up the journey.
For example , initial velocity of a freely falling body is zero and,
The final velocity of a body which has come to rest is zero.

Initial velocity is the velocity at time=t1, where t1 is the beginning of the time interval of interest, typically chosen as zero.
Final velocity is the velocity at time=t2, where t2 is the end of the time interval of interest.
