A secular state, of course, is one which is neutral in terms of religion, and which does not discriminate against its citizens based on religious affiliation. But, there are different types of secular states and models of secularism. In the West, for example, exist the French and American models of secularism. The French model (Laïcité) is “religion-unfriendly” whereas the American model is “religion-friendly.” The former seeks to actively minimize the role of religion in the public square, and even curtails certain forms of religious expression. The latter model, on the other hand—which I find to be far superior (and certainly more appropriate for the Muslim-majority world)—respects religious toleration, liberty, and multiculturalism.
