A Lieutenant Governor holds the highest office of the state after the governor, basically taking the governor's place when not in office. Whenever the Governor resigns, dies or is removed the Lieutenant Governor acts as a governor. Retired army officers, IAS officers and IPS officers are considered best for this post. He mainly looks after big UTs.


Administrator on the other hand administrates the union territories and are mainly appointed by the President. Working IAS officers are considered better for this post and they on the other hand look after big UTs.
