In the main difference between the local government before the amendment and after the amendment this is because after amendment lot of things which is changed of village panchayat and village resources on the government people inspiration is totally depend upon the governments will that is what is changed

It is important to understand that the 73rd and 74th amendments came into force in 1993.
The 73rd amendment is all about rural local body that is PRIs (panchayati raj institutions).
These amendments gave the constitutional recognition to PRI's and ULB’s and it has strengthen the democracy of India at grass root level.
