May presume word is used when someone or court have to presume about a fact . This may furthur helps in investigations or to prove a fact.

Shall presume word is used shall have to presume about a fact in order to investigate or prove it

While Conclusive proof means that there is enough proof to support a fact or to reach a fact or the person or court find a conclusive evidence.
