Heya,Your answer is here:--MLA is the permanent member in municipalities, he has the power to vote to withheld or pass the resolution… municipal commissioner has right to stop or give any reason to stop with his constitutional power… mayor has the same… but these people must and should act as a wheels of same vehicle (development)…. But people representatives has more than govt employees.. MLA is the head of one constituency almost head of one taluk, has more power than mayor. But everything depend on the ruling party and the party in power in municipality. If both same MLA is greater than commissioner, if not vice versa.Hope it helps
