The difference between MLA and MLC, Here all we are going to discuss about.

• In India there is bicameral system at both central and state level as well.

• Not all the states in India have bicameral system.

The difference between MLA and MLC According to their membership

Only very few states in India have bicameral system.

At state level, Legislative Council is the upper house.

Where as, Legislative Assembly is the lower house.

The fullform of MLC is Member of Legislative Council. By means He is a Member of upper house, Legislative Council.

The fullform of MLA is Member of Legislative Assembly. By means He is a Member of Lower house, Legislative Assembly.

MLA is the member of Lower house.

According to their tenure

• The MLA’s tenure is 5 years, However, the Government is dissolved before their tenure, they will resign.

• But MLC’s tenure is 6 years .The Legislative Council cannot be dissolved. Since it a permanent house.

• But 1/3 of Council members resigned for every 2years.

According to minimum contesting age

• To contest in MLC elections the minimum required age is 30.

• Where as in Assembly elections it is 25 only.

According to their election

• The MLA are elect through Direct elections from Assembly Constitutions. Where all adult voters can participate.

• By Contrast to above MLC are elect through indirect election. From different groups of

people. Like teachers, Graduate s, MLA’s and Local bodies.

• The Governor of the state also nominates 1/ 6 of council members.

According to their Voting on issues

• The MLA’s are eligible to voting in Legislative Assembly. By the time of Money bills and No confidence motion.

• Where MLC’s cannot have such right.

Participation in President election

• How ever elected MLA’s are eligible to participate in President’s election.

• In fact, there is no such chance for MLC’s.

Participation in Rajya Sabha elections

• However, the MLA’s are take part in Rajya Sabha elections.

• In case of Rajya Sabha elections there is no scope to MLC’s to take part in.

The difference between MLA and MLC In view of total number

• The total members of assembly based on the population of that particular state.

• The total number of MLC’s in a state cannot exceed 1/3 of it’s MLA’S. So MLC’S are less in

numbers to MLA’s.

According to submission of resignation

• The MLA’s submit their resignation to Assembly Speaker.

• While, MLC’s submit their resignation to the Chairman of Council.

However there is the difference between MLA and MLC. But there is no obstacles for

both. To work together for the welfare of their state.
