A modem is a device which provides a network access to the internet.
Where router is a device which helps multi devices to connect to a single network.

1-INTER-NETWORKING DEVICE
2-INTERNET CONNECTION IS NECESSARY
3-MODEM CAN CONNECT ONE PC

ROUTER:
1-NETWORKING DEVICE
2-INTERNET CONNECTION IS NOT NECESSARY BUT PROVIDES ADDITIONAL SECURITY AND ALLOW MULTIPLE CONNECTIONS.
3-ROUTER CAN CONNECT MULITIPLE PCs.
