There is difference between population of Gram Panchayat and Municipal Corporation.

If population of a town will be between 11,000 < Population < 25,000, it will be called Gram Panchayat.

If the population will be more than 3,00,000, it will be called Municipal Corporation.

Populations:
Corporation - Population > 3,00,000

Municipality - Population > 1,00,000

Nagar Panchayat - 11,000 < Population < 25,000

In India, a census town is a locality, which is not declared either as Municipality or Nagar Panchayat, but has the following criteria.

1) Population > 5,000

2) At least 75% of male working population is not involved in the agricultural sector

3) Minimum population density of 400/sq.km

Under 73rd and 74th Amendment Acts,1992 of the Constitution, some of the powers(subjects) were devolved from State Government to Local Government bodies.

Municipal council -
A municipal council is the local government of a municipality such as city council and town council.

Gram sabha-
A gram sabha is a meeting of all adults who lived in the area covered by the panchayat.
anyone living in the area, who is adult, that is 18 years old or more, is a member of gram sabha.
