One of the problem of evaluation , is how you evaluate your thing , object , goals , desires , business , plans ,data ,research . when if you conduct a car you see and you must take somes board indicators. in this case you used an indice to walk quick or decrease it .to turnover or not finally to stop your car in parking lot. in each minute you use an indice which swich to you how you take the exact action . all of this indices named indicators .

in according to that , how you construct one parameter . collect tow and over , must limited and fulfilling to explain simply the thing or an idea which you concentrated for it . well ,if you collect tow or three together , in this step you may named one parameter.

for simplicity compare this ; one behaviour = indicator , one action = one parameter .

lastly if may differentiated one behaviour from one action , you understand why one indicator is different than one action , thus , make us thought that the evaluation measurement is an social action , you may analysed and put it in the logic actions or dis-logic action
