Difference between parliamentary secretary and cabinet secretary

Parliament Secretary:

Parliament Secretary is simillar to minister whoes job is to assist a minister in his duty.

Experts argue that the post of parliamentary secretary is in contradiction to Article 164 (1A) of the Constitution which provides for limiting the number of Ministers in the State Cabinets to 15% of the total number of members of the State Legislative Assembly. But, the number of Cabinet Ministers in Delhi cannot exceed 10% of the total 70 seats — that is seven — as per Article 239AA of Constitution.

So job of Parliament Secretary is simillar to cabinet minister.

Cabinet Secretary:

Cabinet Secretary is the highest executive position. He/she is seniormost civil servant. Cabinet Secretary is work directly under PM. Actually he is a link between cabinet minister and PM.

He prepare the agenda of cabinet meeting.He has right to speak in parliament on the behalf of minister if he is absent . But he didnt have right to vote in parliament.He provide assistant to ministers.He handle top appointments of civil servants.

Cabinet Secretariat have three wings CIVIL , MILITARY and INTELLIGENCE wing.

With the help of these wings , he/she provide direct assistant to PM.
