We use past prefect tense with action verb to emphasise of an event and we use past perfect continuous to show that an event in the past was going now.

Past Perfect Tense : It represents something that occurred before another action in past.
In short, it's a completed action, before something in the past.
Form : (had) + past participle
For e.g: I had gone out when my mum arrived in the room.
Past Perfect Continuous Tense : It represents something that started and ended in the past.
Form : (had) + (been) + (-ing)
E.g.: I had been sitting there.
