polar covalent compunds are those in which the electronegativity of one constituent is comsiderably greater thanthat of other constituent.Therefore the shared pair of electrons tend to be closer the the more electronegative constituent making it asymmetrical.This makes the more electronegative constituent acquire a partial negative charge while the less electronegative elemnt acquires a partial positive charge, resulting in formation of electrostatic poles.

While Non Polar covalent compunds are those in which the electronegativity of the constituents is nearly the same. Therefore electrons remain at equal distances from both the constituents and none of it acquires any partial charge.Thus no electrostatic poles are formed.
