One that is elected by the people for a specific period,is called the political executive. They makes law and policies.They are elected by the people and can be changed in the next election.
Permanent executive -
They are appointed by the government on a long term basis. They are in charge of the 'executive ' of the policies of the government.They are parmanent and remain in the office even when the ruling party changes.
