The main difference between the two Tenses asked is the compulsion of time frame for the Perfect Continuous Tenses , no matter it belongs to Present , past or Future Tense.
See some Examples of sentences :
1. She is slepping. (Present Continuous)
She has been sleeping since 2 PM.
'Here, since 2 PM' is the time frame.
Interrogative Sentences :
1. Is she sleeping?
Has she been playing since 2 PM?
2. Why is he not going to school?
Why has he not been going to school for the past few days?
Here, 'for the last few days' is the time frame..
