Transfer with regard to an employ refer to change in job location of employ. It also refers to his change from one department to the other but there should be no increment in Grade pay due to this change. An example the duty of an army officer is changed from one state to another.

Promotion on the other hand means change in rank or department along with increase in Grade pay and salary and allowances. An example a soldier is becomes an officer.
