Difference between public issue and right issue are given below:

Public Issue:

When a new investor is asked to clear the security issues to make the new investor a part of the shareholder's family of the issuer, this is known as a public issue.

Public issue is grouped into two parts namely, "Initial Public Officer" and "Follow on Public Officer".

Right Issue :

When the shareholders are questioned about the securities by the issuer on a particular date fixed by the issuer, this is called as rights issue.
