ROM is programmed to start the computer while RAM is used to store temporary variables and data. ROM is also usually much faster in orders of magnitude compared to RAM and also also far cheaper. Then again ROM can be most anything including CD’s and ticker tape while RAM always needs to be written to as well as being fast enough. But even slow RAM is used in many places. RAM also uses like 4 times as much circuitry compared to ROM. Also in cases you can still run a CPU without any RAM at all by storing variables in registers but you can never run a CPU without any ROM at all since that would mean reloading the RAM with a program to just to kick start the process. So in every case you would need some kind of ROM to start it.
