Rankine's theory:

The primary differentiation between Rankine’s Theory and coulomb’s theory is that the coulomb’s theory considers a frictional retaining wall.

If we frame it in the other way, interface between the soil and retaining wall is not assumed to be friction less, as it is in Rankine’s theory.

coulomb's theory:

The Rankine’s theory under predicts true orientation of failure surface while the other one that is coulomb’s theory over-predicts that of failure surface.
