The difference between ruling party and opposition party is that the ruling party is in charge of running the government from the top most rank of the governance system after winning an election for the top seat and other elective seats  whereas the opposition party lost the top seat but also has its representatives in the government who also won other seats and who are vigilant in checking and balancing the governance of the ruling party.
