Before ryotwari we will discuss permanent settlement.
12 August 1765 proved to be massive day as on this day company were appointed as the "Diwan" of Bengal, appointed as diwan but they saw themselves primarily as a trader before that time they fulfill their wants they(company ) exported gold and silver but they had now revenue ,to get high revenue they thought that they had to improve agriculture ,for this in 1793 Lord Charles Cornwallis (at that time governal general of India ) introduced "permanent settlement " ,as its name suggests in this system the revenue was fixed and never ti be increased in future ,the rajasthani and tahsildars acts as zamindars their work was to collect revenue from the peasants and were asked to pay to company .
but in the first decade of nineteenth century the market rose means gain for the zamindar but not for the company this led to vanish of this system but it remains for about 150 years .Ryotwari or the Munro System was prime one for the south region of british territories first practiced on a small scale by Alexander Read on the lands that they won from Tipu Sultan ,later on large scale and more developed by" Thomas Munro" ( Governor of Madras at that time (1819-1826),their thought was that peasants should have the right on the land of their ancestors ,so it is often regarded as ryotwari( ryot means peasants) system ,this system had a fault that they (company were too harahain tax collecting ) , so it was also not fine for welfare of ryots.
