When soap/detergent is used with hard water then it forms an insoluble substance which is called as scum. Where as if soap/detergent is used with soft water then it forms lather

scum is hard substance which is formed when soap is mixed with hard water. It creates difficulties in cleaning the cloth due to hard substances (scum).
Lather is also known as foam. it is formed when detergent is mixed with water.
It helps in cleaning the cloths. It forms micelle to clean the cloth.
