Seizure is holding your property for ransom.you owe someone, you don't pay your debt,they take your property, and hold it to themselves until you pay it. Property is still owned by you, but your ransom is due.
Confiscation is someone bigger than you taking away either because you shouldn't have it or use it by rule, or you messed up and the big guy takes your stuff (imagine big guy saying “now this is mine, all mine”)
Seizure is kidnapping for ransom
Confiscation is big guy taking your stuff entirely because you messed with him or his rules.
