They are the same thing.When people say that 36 is a perfect square (for example) they mean that it is the square of an integer(6).Every number is a square but it is only a perfect square if its square root is an integer.For example 2 is is a square but it is not a perfect square because it is the the square of an irrational number 1.4142.
