Caste Certificate is a legal document treated as a proof of one's belonging to a particular caste. This system of providing the caste certificate was introduced by the govt. to encourage Schedule Caste and Schedule tribes for grabing the opportunities to progress. A citizen belonging to Schedule caste or Schedule tribe must possess a caste certificate to enjoy the particular privileges like: Quotas in institutions, relaxation in age for reservation or particular jobs and for admission in schools and colleges. None of the Caste Certificate holds the same value when admission in schools/ college/ university is concerned.
But the problem arises with the OBC candidates, When State govt. recruits for their jobs, they demand a certificate which should be framed by the Public Service Commission of the state. If you want to apply for a central level job then you must obtain a OBC Certificate formatted according to National Commission for Backward Classes (NCBC). Recent certificate will be considered in verification process of job recruitment.
Caste Certificate for Banking and Government Jobs
If the candidate has cleared the banking examination and going for personal interview session then he/ she have to present some documents before the recruitment team. One of the document is caste certificate, this caste certificate is asked to the candidates who belong to a category other then GENERAL. A Prescribed format is given by the banks for caste certificates but it is not mandatory to present it as they demand.
There is specifically a clause for the candidates belong to OBC category, actually OBC candidates get confused in the term Creamy or Non-creamy layer clause. If an OBC candidate does not have a non-creamy layer certificate then he/she will be treated as GENERAL candidate. So, When they apply to banking sector they must opt general category.
They will be treated as OBC candidate only when they obtain a non-creamy layer certificate. Because if they don not have a non-creamy layer certificate and will apply as OBC then final decision will be on recruitment team. They can either allow him as General candidate or reject his application. Even there is one more clause that if the candidate coming under the creamy layer but does not find place in the central list then he/she is not entitled to OBC reservation.
These candidates are excluded from the benefits of reservation in Civil Post and Services under Government of India. OBC caste certificate should be issued within one year prior to the last date of Registration in job recruitment. Caste certificate accepted by the banking authority should be issued only by these competent authorities:
Sub-Divisional officer of the area where you and your family normally resides.
Issued by the Revenue Officer who is not below the rank of Tahsildar
Chief/ Additionalchief/ Presidency Magistrate
District magistrate/Additional District Magistrate
Collector/ Deputycollector
Deputy commissioner/Additional Deputy commissioner
Taluka Magistrate/Class stipendiary Magistrate
In case of SC/ ST/OBC category candidates, Caste certificate issued by the competent authority in the prescribed format as stipulated by the government should be accepted only.
