Static degree o freedom is  freedom that is  just contains so  many hold ups from the time of independence.

This one means that there is no any other progress while the people are contented with their  independence status.

dynamic degree of freedom is freedom whereby , the people are subsequently making changes in their way of operation since the time they acquired independence .

By this , what is meant is that there is progress in the way the people are operating  as far as their democracy and freedom is concerned.
