Statutory body is generally a commission/body which is made or rather formed when an act is passed over a particular issue to enforce legislation in the concerned state/country.  A statutory body is a non-constitutional body since the formation of this body is not mentioned in the constitution.  Some of the examples are the Human Rights Commission of India, Planning Commission, etc.,

Non-statutory or better referred as Constitutional body. This body or authority is mentioned already in the constitution, unlike the statutory body which has to be passed as an act.  Some of the examples are the Financial Commission, National Commission for SC's and ST's, etc.,
