RCC means structures which is made of concrete but has steel reinforcements inside it. Concrete is great at bearing compressive loads but break on tensile load. The steel reinforcements bear the tensile load in a structure and prevent the concrete from breaking.
Only steel structures are not preferred as their material properties change with temperature, and for high rise buildings, even the slightest change in properties can manifest into disaster.
