It is a stoppage of work by industry employers acting in combination to accept employment. It is illegal. It is a struggle to secure economic justice. If a number of people refuse to do work is a strike.

Lockouts:

It is a temporary stoppage of work by employers.
In this industries are closed for less time to suppress the demands of employees. It is legal.

Strikes are initiated by the employees and is when the workers cease work during a labor dispute. Lockouts are initiated by the employer and is the denial of employment during the labor disputes. 
When applied to orchestra labor disputes, the musicians are the employees while the board is the employer and the work in question are regularly scheduled services. Both sides use a work stoppage to gain leverage during negotiations and force the other side to agree to the terms and conditions.
