difference between successful and unsuccessful decision making? how much luck verses skill have to do with it

the main difference between successful and unsuccessful decision is that successful decision lead to sucess in the task whereas unsuccessfull decision will surely create a problem instead of solving it ..
According to me luck matter only 10 percent whereas skill matter 90 percent .and that 10 percent also depend on 90 percent...
