in terrorism, the people propagating terrors are not the validated citizens of the country in which they are spreading terror.
Like terrorist attacks in J&K (they are from Pak)
9/11 attack on US (they were from Saudi Arabia)

in Insurgency, the people fighting are actually the residents of the original country. they might be discontent with the government and wants to set the things right outside the Constitutional provision.
Ex. Insurgency in central India are due to communist supporting faction of a political party
