Cabinet Ministers are a subset of Council of Ministers. Council of Ministers consist of 1) Cabinet Ministers (Senior Ministers in-charge of different Ministries) 2) MoS(for each state with Independent charges) 3) MoS ( Junior Ministers under Cabinet Ministers).
The Prime Minister with Council of Ministers together form the Executiveand they are responsible to Lok Sabha or the House of People.
Council of Ministers are appointed by the President of India and the members are chosen as per decision of the party forming the Government or a coalition of parties forming the Government.
